It is part of the state's consumer-protection requirements, not just another marketing handout. DOS requires brokers to ensure the notice reaches prospective parties and is available at showings. Keep it separate from the agency disclosure: one explains housing rights, while the other explains representation. Ask your broker about the correct delivery process.
