When a street is paved, the city pays 30% of the cost. The remaining 70% is split between the property owners on both sides of the street. Each owner is only responsible for the portion up to the middle of the street, since the owner across the street pays the other half. Think of the street as shared between two neighbors. After the city covers its part, the rest is divided equally—so each side pays only for “their half” of the street, not the whole thing.
