The Local Planning Agency (LPA), often referred to as the Planning Commission or Planning Board, is typically composed of lay citizens rather than professional planners. These members are appointed by the local governing body (such as the City Council or County Commission) to represent the diverse interests of the community. They are usually unpaid volunteers chosen to serve a specific term. Ideally, the composition represents a cross-section of the population to ensuring that decisions reflect the values and needs of the residents rather than just the interests of developers or politicians.The LPA serves primarily in an advisory capacity to the elected government, but it holds significant authority over the specific technical review of land development. Its main power lies in its comprehensive review process, where it ensures that all new development aligns with the city's comprehensive plan.
