After the trial is over and the Judge has reviewed all the evidence and listened to the witnesses, they write a report called the Recommended Order. This report contains three things:Findings of Fact: What actually happened? (e.g., "The broker took the money on Friday and put it in his personal account.")Conclusions of Law: Which specific rules were broken? (e.g., "This action violated Section 475.25(1)(b).")Recommended Penalty: What should happen to the licensee? (e.g., "I recommend a $1,000 fine and probation.")Once the Judge sends this report out, both sides (You and the DBPR) get a copy. You might read it and say, "Wait! The Judge got that wrong! I didn't take the money on Friday!"You have a specific time limit of 15 days to file Written Exceptions.This is your formal written objection to the FREC. You are effectively saying, "Dear Commissioners, before you make your final decision, please note that I disagree with paragraph 4 of the Judge's report."The FREC will read the Judge's report and your written exceptions before they issue the Final Order.If you ignore the complaint and don't respond within 21 days, you have "waived" your rights. The FREC will proceed without you and likely discipline you in your absence.
