Think of the DBPR as the "enforcer" working for the Governor. They have specific tools to make sure everyone plays by the rules.1. When things go wrong, the DBPR has the legal muscle to step in. They don't just sit there; they actively investigate consumer complaints. If they need answers, they can issue subpoenas and legally force people to talk or hand over documents. If someone is working without a license, the DBPR orders them to Cease and Desist (to stop immediately). If a licensed pro breaks a minor rule, the DBPR writes them a ticket (citation) rather than taking away their license.2. The DBPR also handles the administrative heavy lifting for boards like the FREC: They appoint the Executive Director for each board (though the board has to agree). They handle the money (annual budgets) and teach new board members how to do their jobs.
